Having held a bladed weapon, I tell you that it isn't easy to rattle a saber. The scabbards are all lubricated very close-fits and it takes some kind of wizardry to actually make the sheathed blade move by more than triple decimals degrees.

But in ancient times, scabbards were not so finely engineered. My understanding of the origin of the phrase is that the rattle occurs when the sword is loosened prior to being drawn - ancient swords could stick after long periods in the scabbard, as with ancient firearms and holsters, so experienced warriors anticipating a fight would ensure the weapon was loose. So the ancient equivalent of brandishing an unloaded gun or doing fancy knife tricks.
